Devart license not found on new laptops

Devart license not found on new laptops

We have an issue where the following exception is thrown:

"License not found. Please view "Licensing" topic in dotConnect for SQLite documentation for details or contact Devart technical support."  and System.Data.Entity.Core.ProviderIncompatibleException: 'An error occurred accessing the database. This usually means that the connection to the database failed. "

The license was configured following the instructions here Licensing (devart.com)  - Compiling License Manually
The generated resource file with the extension "*.dll.licenses" was added as an embedded resource in a class library project in the solution.

This setup worked fine on all laptops where the application was installed but since getting new laptops, the installation failed with the beforementioned exception.

Could a windows configuration cause this issue on the new laptops ?
