  Can you provide some details on this?   I would like to be able to display the banners in my application, so that a user has to agree to them when a connection is made.  Is this possible?

  In previous versions, I was able to connect using direct mode to databases that have an access/audit banner specified.  With the current version, connection just hangs for a minute or so and then eventually I see an ORA-03113.     So your recent change seems to have been made things worse (from not being able to see the message, to not being able to connect at all)
